In the service industries, establishing the partnerships that are needed for industry-wide initiatives (such as the public key infrastructure in the case of e-commerce) is a complex process. It is introduces project delays, and it is very management intensive. Even after a formal agreement has been reached, thepartnership outcome is tainted with significant uncertainties.

This is essentially resolved with the selection of the SAKEM procedure, by which an organization allows itself to enter the secure e-commerce arena without waiting for industry-wide adoption of a security scheme and associated standards and protocols. The issuing organization becomes able to register its clients, and do it efficiently so that client turnover is not a deterrent for the e-commerce project profitability.
